Dr. Justin Boulay
Following a degree in Biology from the University of Western Ontario Dr. Justin Boulay received an Optometry degree from the University of Bradford School of Optometry and Vision Science in the United Kingdom. He has been an active member of the Newfoundland & Labrador College of Optometrists serving as registrar since 2012. During this time Dr. Boulay has also been a director for both FORAC and OEBC. Currently serving as the vice chair of FORAC and chair of OEBC, he practices full-time in a private practice first started by Dr. Luc Boulay in 1973.
Dr. Mark Bourdeau
Dr. Mark Bourdeau graduated in 2002 from the University of Waterloo School of Optometry and completed a residency in Primary Care/Ocular Disease with the Indian Health Service in Sacaton, Arizona. In 2004 he moved back to Canada and has practiced in Alberta and BC since then, the vast majority of his time spent in independent practice. Bourdeau spent eight years on the board of the Alberta College of Optometry, his last two as the president and soon thereafter presenting to the Health Professions Advisory Board on the expansion of scope of practice in Alberta. From there, he moved to BC where he did two stints on the College Board as well as serving as an active member of various committees. He is currently a member of the discipline committee of the College of Health and Care Professionals of BC, a new amalgam of registered but largely unrelated healthcare professionals.
Ivy Lynn Bourgeault, PhD
Ivy Lynn Bourgeault, PhD, is a Professor in the School of Sociological and Anthropological Studies at the University of Ottawa and the University Research Chair in Gender, Diversity and the Professions. She leads the Canadian Health Workforce Network, the Empowering Women Leaders in Health initiative and co-led the Team Primary Care: Training for Transformation project. Dr. Bourgeault has garnered an international reputation for her research on the health workforce, particularly from a gender lens. She was inducted into the Canadian Academy of Health Sciences in September 2016 and received the 2016/17 University of Ottawa Award for Excellence in Research.
Dr. Kim Bugera
O.D.
Dr. Kim Bugera, O.D., is a respected optometrist and advocate for the advancement of optometric practice in Canada. She is currently the Registrar for the College of Optometry in Alberta and previously served on the Alberta College of Optometrists Council, the Alberta Association of Optometrists Council and was the Alberta representative to the Canadian Association of Optometrists. With a deep commitment to expanding the scope of practice and improving patient care, Dr. Bugera brings a wealth of knowledge and experience to the panel. Her insights on regulatory changes and the evolving role of optometrists make her a valued voice in shaping the future of contemporary optometry in Canada.
Dr. Cliff M. Caudill
O.D., FAAO, NAP, FASOS, FAAOMS, Dipl. ABO
A Lexington, KY native, Dr. Caudill received an undergraduate degree from the University of Kentucky in 1991 and his optometry degree from the University Of Alabama School Of Optometry in 1995. He completed a residency in Primary Care Optometry at the Northeastern State University College of Optometry in Tahlequah, OK in 1996. After practicing in the Chattanooga, TN area for several years in private practice and as Assistant Center Director for Omni Eye Services of Chattanooga, he returned home and joined the faculty of the University of Kentucky Department of Ophthalmology and Visual Sciences in 2003 providing primary eye care and serving as the optometric education coordinator and ocular disease residency director. In the spring of 2015, Dr. Caudill accepted the position of Director of Clinics at Kentucky’s own University of Pikeville, Kentucky College of Optometry; and currently serves as the Director of Clinics and Associate Dean of Clinical Affairs designing and implementing a network of rural eye clinic services throughout eastern Kentucky. He is a fellow of the American Academy of Optometry, Founding member of the American Academy of Optometry’s Laser and Ophthalmic Procedures Special Interest Group (SIG), American Society of Optometric Surgeons, and the American Academy of Optometric Medicine and Surgery; Board Certified by the American Board of Medical Optometry and the American Board of Optometry, and Laser Certified by the Kentucky Board of Optometric Examiners.
Dr. Sophia Leung
Dr. Sophia Leung is the Principal Optometrist at Seema Eye Care Center, a tertiary medical and surgical center in Calgary, Alberta, Canada. She is also the Clinical Director of the Dry Eye and Ocular Surface Disease Center at Seema Eye Care Center. Dr. Leung has a clinical emphasis in medical cornea, advanced glaucoma, and anterior segment surgical co-management.
Dr. Leung is a University of Waterloo School of Optometry alumni. She also completed an Ocular Disease and Refractive Surgery Residency, and an Advanced Glaucoma and Cornea Fellowship with Oklahoma Medical Eye Group (affiliated with NSUOCO). Dr. Leung is the current President of the Alberta Association of Optometrists, a Diplomate of the American Academy of Optometry in the Anterior Segment Section, a Diplomate of the American Board of Optometry, a Fellow and Board Member of the American Society of Optometric Surgeons, and a Fellow of the Canadian College of Specialties in Optometry. She also serves as an Adjunct Faculty member with NSUOCO and an Adjunct Clinical Lecturer with the University of Waterloo School of Optometry and Vision Science.
Dr. Sarah MacIver
Dr. MacIver is an optometrist and associate clinical professor at the University of Waterloo School of Optometry and Vision Science. At the University of Waterloo, she is director of continuing professional development and residency supervisor for the ocular disease and glaucoma residency program. She has a special interest in the treatment and management of chronic ocular disease, specifically glaucoma, retinal imaging and dry eye for which she has been invited to speak at various continuing education across North America. Areas of scholarship include glaucoma, dry eye disease, retinal imaging, scope expansion and optometric education. She is a member of the Optometric Glaucoma Society and program chair for the American Academy of Optometry’s Glaucoma section.
Dr. David M. Redman
O.D.
Dr. David Redman is a distinguished optometrist and business leader recognized as the 2018 American Optometric Association Optometrist of the Year. Currently serving as the Vice President and US Chief Strategy Officer for FYidoctors, he has played a pivotal role in leading the company’s U.S. business operations since 2021. With over 30 years of experience, including two decades as a partner at Precision Eyecare Centers in California, Dr. Redman has demonstrated expertise in clinical practice, strategic growth, and professional advocacy.
An active leader within the optometric community, Dr. Redman has held numerous leadership roles in the California Optometric Association and American Optometric Association, contributing to legislation, education, and advocacy advancements in California. He is passionate about community involvement and has been an advocate for public health initiatives.
Outside of his professional endeavors, Dr. Redman enjoys outdoor activities, reflecting his commitment to a well-rounded and active lifestyle. He holds a Doctor of Optometry degree from UC Berkeley and a Bachelor of Science in Biology from UC Irvine.
Dr. Chris Wroten
O.D.
After receiving a Bachelor of Science in Chemical Engineering from Louisiana State University, Chris Wroten, O.D., graduated from Southern College of Optometry (SCO) before completing a Residency in Hospital-based Primary Eye Care at the Memphis Veterans Affairs Medical Center. Dr. Wroten has served as Chief Operating Officer at the Bond-Wroten Eye Clinics, with 3 offices in southeast Louisiana, while supervising its Primary Care & Ocular Disease Residency and assisting with its Student Externship Programs, both of which he founded. He has received appointment as Adjunct Faculty at several schools & colleges of optometry, twice been elected President of the Optometry Association of Louisiana (OAL), Chaired the OAL Education Committee, Vice-Chaired SECO International’s Education Committee, and served two appointments to the Louisiana State Board of Optometry Examiners. He’s also served on numerous committees within the American Optometric Association, moderated the Presidents Council meetings, and served on the Board of Trustees for SCO, including two terms as Board Chair. Dr. Wroten has lectured internationally, participated in clinical research, and been the recipient of several professional awards throughout his career. He is a devoted husband to his wife, Sarah Wroten, OD, and is the proud father of two children, Emily and Ben.
